Consumer Lending in Utah
The Utah Consumer Credit Code (UCCC), Title 70C of the Utah Code Annotated, governs consumer lending and certain related activities. In general, the following activities conducted with Utah citizens are subject to the UCCC.
- Lending for personal, family or household purposes
- Selling or providing goods or services on a credit basis
- Making consumer leases or taking assignments of consumer debt
- Originating or servicing open-ended mortgages or second mortgages
- Lending for manufactured housing or mobile homes that are not permanently affixed
- Collecting debt arising from consumer credit transactions
Those who conduct consumer credit activities are responsible for determining if they are subject to the UCCC and complying accordingly. If you have questions about whether you are subject to the UCCC, please read the following resources.

Consumer Credit Notification
Entities subject to the UCCC’s notification requirement must file a Consumer Credit Notification (CCN) through the Nationwide Multistate Licensing System (NMLS). To submit, change, renew, or surrender a CCN, follow instructions on the appropriate NMLS Checklist.

Exemption Threshold (aka Regulation Z Threshold)
Pursuant to Utah Code §70C-1-202(2)(d)(ii)(A), the exemption threshold amount is $73,400, effective January 1, 2026.
